He was involved in local business, athletic and political activities. He died Friday in a Salem hospital. Born in Zena, he participated in the South Pacific campaign during World War II and earlier in his career he served as education coordinator for the US Conservation Corps. Shepard owned and operated Salem Fuel Co, from 1951 to 1962, when he became general manager of the now defunct Salem Dodgers baseball club. In recent years, he owned apartments until ill health forced his retirement. He was Polk County chairman of the Republican Central Committee and he ran unsuccessfully for a county commissioner post in 1964. Survivors include two sons, Robert Shepard, Salem, and Ralph; mother, Mrs R.C. Shepard, Pendleton; several brothers, including Paul and Joe, Salem, and Dave of Lafayette; several sisters, including Julia Bassett, Mill City, and two grandchildren. The family suggests contributions be made to the Zena Cemetery Fund.
